I have a suggestion that's kinda easy to implement, as long as you have a story verb, or even just a microsoft word/google docs page shared between admins. Keep an episodic log of things that happen with the players, when it involves criteria up to your decision to be considered an event(destruction of public property, involving major figures, or a large portion of the playerbase is a good start). List the players involved, and keep track of them throughout the story to shape it and reward them based on the RP they're generating.
